This happens because the local Windows “Welcome screen and system accounts” language setting remains unchanged even if the display language for the signed-in user has been changed. To align the Rublon Prompt with your chosen display language, you must explicitly copy your current user settings to the welcome screen and system accounts.
Note: This issue only affects local Windows logins. The language is correctly changed in RDP connections.
Steps to apply the fix
Note: Due to the way Windows operates, you must complete the following steps each time you want to change the language. Completing them once will not automatically apply the new language the next time you change the system language.
1. Open the Control Panel and change View by to Small Icons.

2. Click Region, go to the Administrative tab, and click Copy settings….

3. In the dialog, you will see your current user’s display language and the welcome screen’s display language.
4. In Copy your current settings to:, check Welcome screen and system accounts.

5. Click OK, then restart your computer to apply the changes.
Once completed, the language displayed by the Rublon Prompt during Windows logins will match your user’s display language.
